From the "Restrictions", All owners of lots in Bethany West are members of the Association and have acccess to the amenities with the responsibility of paying annual dues. Association documents. <TOP> LONG TERM RESERVE (LTR) We have changed how we bill for our dues. The amount is the same as before, however there are 2 lines. All owners, including unimproved lot owners, pay the same amount. One line is for Long Term Reserve, which is used for capital improvements. One line is for current expenditures. Any monies left over from current expenditures is moved over to Long Term Reserve. The 2 lines will always be there, as it is just a housekeeping measure, not a special assessment. <TOP> POOL PASSES "Ten (10) permanent badges (navy blue with Bethany West Recreational Association Pool/Tennis printed on them along with specific numbers) have been distributed to all BWRA owners. The numbers on these badges are unique and specifically assigned to your property and should be used until you sell your property and then passed onto the new owners." Important Information For House Guests and Renters <TOP> TREE REMOVAL “No tree over eight (8) inches in diameter shall be removed from any lot in the Subdivision without the written consent of the Environmental Control Committee. ”. From the AMENDMENT TO DECLARATION OF COVENANTS, CONDITIONS AND RESTRICTIONS BETHANY WEST <TOP> PLANS APPROVAL “All plans and specifications for any structure or improvement whatsoever to be erected on or moved upon or to any lot, and the proposed location thereof on any lot or lots, the construction material, the roofs and exterior color schemes, any later changes or additions after initial approval thereof and any remodeling, reconstruction, alterations, or additions thereto on any lot shall be subject to and shall require the approval in writing before any such work is commenced of the Environmental Control Committee (herein called "Committee"), as the same is from time to time composed.” From AMENDMENT TO DECLARATION OF COVENANTS, CONDITIONS AND RESTRICTIONS BETHANY WEST Work cannot begin until the Town of Bethany Beach issues a building permit. The Annual Meeting of the membership shall be held on Columbus Day Weekend in October. The Spring Semi-Annual Meeting, which is for general discussion purposes only, except for approval of the Annual Meeting Minutes, will be held on Memorial Day Weekend in May. No later than 30 days before the fall business meeting, the Board of Directors shall mail a written notice thereof along with the proposed operating budget for the upcoming fiscal year along with the meeting agenda to each member at his or her address as it appears on the membership rolls. .” Quoted from the BETHANY WEST RECREATION ASSOCIATION BY-LAWS <TOP> DUES “Dues. Dues shall be payable on or before the 1st day of January of each year, for the ensuing year. All dues shall be pro-rated so that the same shall be due and payable for the balance of the dues year from the first day of the month following the month of member’s admission to the Association. Pursuant to Paragraph 11.D of the Declaration of Restrictions of Bethany West, annual dues shall be set by a majority of the Board of Directors by and with the vote or written consent of no less than sixty percent of the members of the Association.”These fund the expenses of managing and maintaining the association properties primarily the swimming pools and the tennis courts. <TOP> COMMUNITY INVOLVEMENT Bethany West Recreation Association directors are elected and serve for two years. Elections to the Board are held during the Annual Membership Meeting for vacant positions. There are some committee positions which are filled by volunteers appointed by the committee head. Participation at the annual meetings is a good way to start involvement. The Town of Bethany Beach often has opportunities to serve the town in volunteer or elected positions. See the Town web site for meeting schedules. The Town has a great email program, they will email you with all town announcements after you sign up on their site. The Bethany Beach Landowners Assocication is another source of information. <TO> RENTER POOL AND TENNIS FEES The pools and tennis courts are expensive to own and operate. It is believed that renters tend to make heavier average use of the amenities than the typical owner. Renter user fees is a mechanism to make the cost burden more equitable. When some owners allow renters to use the facilities without paying their fair share this puts a cost burden on the other owners. A review of the annual BWRA budget will show just how this works. These costs are as low as they can be and still allow the quality of service and facilities provided. <TOP> COMMENT, FEEDBACK We are interested in feedback, comments, and recommendations for this web site.
